谋及庶人
与百姓共商国家大事。比喻广泛征求意见,集思广益。依照《尚书》所述,最高统治者遇有国家大事,不可独断专行,除了自己审慎考虑之外,还应当与大臣共同商讨,并广泛征询百姓意见,以确保决策合理、可行和有效。
Consult the Public in Governance
This term encapsulates an age-old Chinese belief, rooted in the value of collective wisdom, which advocates extensive consultation with the public on important issues in governance. As stated in the ancient Chinese classic, The Book of History, when addressing important issues in governance, a ruler should not make decisions purely by himself. Instead, he should take a more inclusive approach to decision-making. A ruler should not only give full consideration to the issue involved himself, he should also consult with advisors and the public at large. This approach would help ensure that the decision made represented the consensus of wider society and was therefore rational and enforceable.

汝则有大疑,谋及乃心,谋及卿士,谋及庶人,谋及卜筮。汝则从,龟从,筮从,卿士从,庶民从,是之谓大同。(《尚书·洪范》)(你若是有重大的疑难,要自己先用心考虑,再与大臣商量,再与百姓商量,再问卜占筮。若是你自己谋定,龟甲占卜是吉兆,蓍草占卜是吉兆,大臣们普遍赞同,百姓也一致拥护,这就是天人合一、天下大同。)
When you face great uncertainty, think about it yourself; then seek counsel from your advisors, engage in conversation with the broader public and consider the wisdom shown in characters carved in the tortoise shell and divining stalks.
