In an earlier interview, Feng Fei, secretary of the CPC Hainan Provincial Committee, outlined the province's push to develop a "4+3+3" modern industrial system – four pillar industries, three future sectors, and three high-end service areas – as a new growth engine. Strategically located between China's domestic market and Southeast Asia, Hainan is poised to thrive at the heart of what Feng calls the "figure-eight" dual circulation loop.
