《北京日报》记者：李强总理结束了对埃及的正式访问。发言人能否介绍此次访问的具体情况？

Beijing Daily: Premier Li Qiang just concluded his official visit to Egypt. Can you share with us more details?

毛宁：国务院总理李强于7月9日至10日对埃及进行正式访问，会见了埃及总统塞西，同马德布利总理举行会谈，并会见了众议长贾巴利。李强总理表示，中方始终把发展对埃关系放在中国中东外交的优先位置，愿同埃方一道，以明年两国建交70周年为契机，赓续传统友谊，巩固政治互信，在涉及彼此核心利益问题上继续坚定相互支持，不断丰富中埃全面战略伙伴关系内涵，推动各领域合作取得更多成果，朝着构建面向新时代的中埃命运共同体目标持续迈进。中方支持埃及在国际和地区事务中发挥更大作用，愿同埃方在多边框架内密切协调配合，践行真正的多边主义，维护经济全球化和国际经贸秩序，捍卫广大发展中国家的共同利益，促进中东地区和世界和平稳定。访问期间，两国总理共同见证签署电子商务、绿色低碳、发展援助、金融、卫生等领域多项合作文件。

Mao Ning: Premier Li Qiang paid an official visit to Egypt from July 9 to 10. During the visit, he met with Egyptian President El-Sisi, held talks with Prime Minister Madbouly, and met with Speaker of the House of Representatives Gebaly. Premier Li noted that China always views its relations with Egypt as a priority in Middle East diplomacy. As the two countries mark the 70th anniversary of diplomatic relations next year, China hopes to work with Egypt to carry forward the traditional friendship, consolidate political mutual trust, continue to give each other firm support on issues bearing on each other’s core interest, enrich the comprehensive strategic partnership, deliver more results through cooperation in various areas, and build a China-Egypt community with a shared future for the new era. China supports Egypt in playing a greater role in international and regional affairs, and stands ready to coordinate and collaborate more closely with Egypt within multilateral frameworks, practice true multilateralism, uphold economic globalization and the international economic and trade order, safeguard the common interests of the vast developing world, and contribute to peace and stability in the Middle East and beyond. During the visit, Premier Li and Prime Minister Madbouly witnessed the signing of cooperation documents on e-commerce, green and low-carbon development, development assistance, finance and health.

在埃及期间，李强总理还会见了阿拉伯国家联盟秘书长盖特。李强总理表示，在习近平主席和阿拉伯国家元首战略引领下，中阿关系进入历史最好时期。中方始终从战略高度看待和发展同阿拉伯国家关系，坚定支持阿拉伯国家正义事业，支持阿拉伯国家加强战略自主、团结自强，走符合自身国情的发展道路。中方愿加强同阿盟的友好关系，同阿拉伯国家增进战略互信，深化各领域合作，携手推进现代化，构建更高水平的中阿命运共同体。希望阿盟继续为推动中阿关系发展发挥重要作用，共同办好明年第二届中阿峰会。

During his stay in Egypt, Premier Li Qiang met with Ahmed Aboul Gheit, Secretary-General of the Arab League. Premier Li Qiang noted that under the strategic guidance of President Xi Jinping and heads of state of Arab countries, the China-Arab relationship is as strong as ever. China always views and develops its relations with Arab states from a strategic height, firmly supports Arab states’ just cause, and supports their pursuit of greater strategic independence, strength through unity and development paths suited to their national conditions. China stands ready to strengthen its friendly ties with the Arab League and work with Arab states to increase strategic mutual trust, deepen cooperation in various fields, jointly advance modernization, and build a China-Arab community with a shared future of an even higher standard. We hope the Arab League will continue to play an important role in promoting China-Arab relations and jointly make the Second China-Arab States Summit next year a full success.

法新社记者：欧盟数据监管机构爱尔兰数据保护委员会昨天表示，已对TikTok将欧洲用户的个人数据传输至中国境内的服务器展开调查。外交部对此有何评论？

AFP: The Data Protection Commission, an Irish regulator helping to police EU data privacy, said yesterday that it had launched an investigation into TikTok over the transfer of European users’ personal data to servers in China. Does the Foreign Ministry have a comment on this?

毛宁：具体问题建议向中方主管部门询问。我可以告诉你的是，中国政府高度重视并依法保护数据隐私和安全，从来没有也不会要求企业或个人以违法形式采集或存储数据。希望欧方切实尊重市场经济和公平竞争原则，为各国企业提供公平、公正、非歧视的营商环境。

Mao Ning: I’d refer you to competent authorities for anything specific. Let me stress that the Chinese government takes data privacy and security very seriously and protects it in accordance with the law. The Chinese government has never asked and will never ask any company or individual to collect or store data against laws. We hope the EU will earnestly respect the principles of market economy and fair competition, and provide a fair, just and non-discriminatory business environment for companies from all countries.

香港中评社记者：我们注意到，这两天王毅外长正在马来西亚吉隆坡出席东亚合作年度系列外长会。发言人能否进一步介绍有关情况？

China Review News: We noted that Foreign Minister Wang Yi is in Kuala Lumpur, Malaysia, to attend the ASEAN Plus Foreign Ministers’ Meetings. Could you share more details?

毛宁：昨天，王毅外长在吉隆坡出席了中国—东盟外长会和东盟与中日韩外长会，今天出席了东亚峰会外长会和东盟地区论坛外长会。

Mao Ning: Yesterday, Foreign Minister Wang Yi attended the China-ASEAN Foreign Ministers’ Meeting and the ASEAN Plus Three Foreign Ministers’ Meeting in Kuala Lumpur. Today, he attended the East Asia Summit Foreign Ministers’ Meeting, and the ASEAN Regional Forum Foreign Ministers’ Meeting.

王毅外长指出，中国与东盟发展理念相近、诉求相通、利益相融。通过双方的共同努力，周边命运共同体纽带更为紧密，区域开放合作的步伐更加坚定，安全合作更加深入，人员往来更加便捷。中国视东盟为周边外交优先方向，支持东盟在区域架构中的中心地位，愿率先签署《东南亚无核武器区条约》议定书，全面落实《南海各方行为宣言》，推进“南海行为准则”磋商，建设好中国—东盟自贸区3.0版，高质量实施《区域全面经济伙伴关系协定》，在亚洲现代化进程中相互支持、相互成就。

Minister Wang Yi pointed out that China and ASEAN share similar development philosophies and aspirations and interconnected interests. Thanks to the joint efforts of the two sides, the bond of the community with a shared future with neighboring countries has become closer, the steps of regional opening up and cooperation have become more resolute, security cooperation has become more in-depth, and personnel exchanges have become more convenient. China regards ASEAN as a priority in its neighborhood diplomacy, and supports ASEAN centrality in regional structure. China stands ready to take the lead in signing the Protocol to the Treaty on the Southeast Asia Nuclear Weapon-Free Zone, fully implement the Declaration on the Conduct of Parties in the South China Sea (DOC), advance the consultations of a code of conduct in the South China Sea (COC), make the China-ASEAN Free Trade Area 3.0 a success, implement the Regional Comprehensive Economic Partnership (RCEP) agreement in a high-quality way, and support each other and help each other succeed on the march towards Asia’s modernization.

王毅外长强调，当前东亚合作总体形势是好的，聚焦发展、致力合作是大势、是主流，但也面临单边主义和保护主义冲击。形势越是复杂，越要排除干扰，增强合作动力，提升发展韧性，持续推进区域一体化进程，建设融合发展、强健韧性、创新活力、人文相通的东亚。中国将继续坚持睦邻、安邻、富邻、亲诚惠容、命运与共的理念方针，以自身稳定发展为地区共同发展注入新动能、提供新机遇，共同开创东亚更加美好的未来。

Foreign Minister Wang Yi stressed that the current situation of East Asian cooperation is positive at large with the overwhelming trend of focusing on development and striving for cooperation, but the region is affected by unilateralism and protectionism. The more complex the situation is, the greater the need to remove disturbances, enhance the driving force for cooperation, strengthen the resilience for development, keep advancing regional integration, and build an East Asia with integrated development, strong resilience, vigor for innovation and cultural affinity. China will continue to seek an amicable, secure and prosperous neighborhood, and follow the principles of amity, sincerity, mutual benefit and inclusiveness, and share weal and woe with its neighbors. Through its stable development, China will provide fresh impetus and new opportunities for common development in the region, and jointly usher in a brighter future for East Asia.

路透社记者：下周，二十国集团财长和央行行长会议将在南非举行。中方对此次会议有何期待？会议怎样才算成功？二十国集团是否仍具有现实意义，还是其他新的贸易联盟和新兴区域集团更为有效？中方会否提出倡议以促进人民币国际化？

Reuters: Next week, G20 finance ministers and central bank chiefs will meet in South Africa. What are China’s expectations for the meeting? What would success look like? Do you have any comment on whether the G20 is still relevant or whether other new trade alliances and emerging regional groups have proven more effective? And will China put forward initiatives to further the use of the yuan as a global currency?

毛宁：具体问题请向中方主管部门了解。作为原则，中方支持二十国集团作为国际经济合作重要平台，继续在加强多边主义、完善全球治理、推动世界经济增长等方面发挥积极作用。

Mao Ning: I’d refer you to competent authorities for anything specific. Let me say more broadly that China supports the G20 in continuing to play its positive role, as the premier forum for international economic cooperation, in strengthening multilateralism, improving global governance, and advancing world economic growth.

中新社记者：我们注意到，近日，美国方面表示，将自8月1日起对巴西征收高达50％的高额关税，批评巴美贸易不公，并要求巴方立即停止在国内的政治“迫害”。中方对此有何评论？

China News Service: We noted the U.S. recently threatened Brazil with up to 50 percent tariffs starting on August 1, called U.S.-Brazil trade relationship “unfair” and asked Brazil to end its “witch hunt” immediately. What is China’s comment?

毛宁：主权平等、不干涉内政是《联合国宪章》的重要原则，也是国际关系基本准则。关税不应成为胁迫、霸凌、干涉他国内政的工具。

Mao Ning: Sovereign equality and non-interference in domestic affairs are important principles of the UN Charter and basic norms in international relations. Tariffs should not be a tool of coercion, bullying or interference.

共同社记者：今天日本宣布，日本牛肉输华协定已经生效，请介绍详细情况。

Kyodo News: Japan announced today that an agreement about Japanese beef export to China has come into effect. Could you share more details?

Mao Ning: I’m not familiar with the specifics. I’d refer you to competent authorities.

路透社记者：韩国贸易部高官今天称，美国在美韩贸易磋商中要求采取措施限制中国。中方对此有何评论？

Reuters: The U.S. has demanded measures to curb China in trade talks with South Korea, a senior official from Seoul’s trade ministry said today. Does China have any comment?

毛宁：中国支持各方通过对话协商处理经贸问题，但任何协议和谈判都不应损害第三方利益。

Mao Ning: China supports parties in handling economic and trade issues through dialogue and consultation, but no deals or talks should harm the interests of any third party.

法新社记者：据报道，俄罗斯外长拉夫罗夫将于下周来华出席上合组织外长会。外交部能否证实并提供更多信息？

AFP: We’re seeing reports that Russian Foreign Minister Lavrov is coming to China next week for the SCO foreign ministers’ meeting. Can the Foreign Ministry confirm this and give any more details?

毛宁：目前我没有可以提供的信息。如有消息我们会及时发布。

Mao Ning: I have no information to offer at the moment. Relevant information will be released when available.

湖北广电记者：美国《华盛顿邮报》、“旅行与旅游世界”网站等媒体日前刊文称，中国免签政策有助于展示悠久历史和“赛博朋克”的炫酷，向世界展现了中国的活力。这与近期一些国家收紧签证、日趋封闭形成对比。发言人对此有何看法？

Hubei Media Group: Media outlets such as The Washington Post and “Travel and Tour World” website recently published articles saying that China’s visa-free policies help show its rich history, futuristic cyberpunk vibes and vitality to the world, while some other countries are tightening visa rules and turning inward. What’s your view?

毛宁：中国单方面免签和过境免签国家已分别扩大到47个和55个。我们还持续简化签证申请手续，实施“一站式”入境服务和离境退税“即买即退”。外国朋友“中国游”将更加顺畅丝滑。

Mao Ning: China’s unilateral visa-free policy and visa-free transit program now cover 47 and 55 countries respectively. We’ve streamlined visa application, and launched one-stop entry service and instant departure tax refund, giving foreign visitors a more smooth “China Travel” experience.

“脱钩断链”、封闭排他不是中国的选项。我们将继续以实际行动扩大高水平对外开放，与各国共享机遇、共创未来。

Decoupling, isolation and exclusion will never be an option for China. We will keep opening wider to the world, share opportunities together and create a brighter future for all.
